EXHIBIT 11 AFFIDAVIT STATE OF OHIO) SS: MARION COUNTY) The Affiant William Green, being first duly cautioned and sworn according to the law state the following as true statements of fact. I am currently incarcerated in the Marion Correctional Institution, at Marion, Ohio. In September, 1985, I was incarcerated with another inmate, known to me as John Willier. Mr. Willier and I were confined in the same dormitory at that time. Mr. Willier told me that he had killed Betty Jane Mottinger, the postmistress of Elgin, Ohio, in 1982. Mr. Willier told me that he had stabbed Betty Mottinger to death, and through hand gestures, he demonstrated that stabbing. Mr. Willier told me that Betty Mottinger's body was then wrapped in a canvas taurpaulin, belonging to him (Willier). Mr. Willier told me that he was seen by another woman with Betty Mottinger in his (Willier) automobile, but that that witness was unable to indentify him. Mr. Willier further told me that another man, John Spirko, had been convicted of the slaying of Betty Mottinger and that Spirko had been sentenced to death. Mr. Willier said that John Spirko was not involved in the kidnapping and killing of Betty Mottinger. Mr. Willier told me that Betty Mottinger was initially kidnapped from the post office at Elgin, Ohio, because she had discovered his (Willier) involvement with drugs being delivered to him, at that post office, through the mail. When John Willier related this aforesaid account of the kidnapping and killing of the post mistress to me, he was crying and appeared to be in an emotionally overwrought state.
