charges were filed against Mr. Willier. She gave formal written notice to drop the complaint on November 19, 1992.
I became much more familiar with Mr. Willier in July 1997 when Deb Thomas, who resides in Upper Sandusky, Ohio, filed a complaint with me alleging that Mr. Willier sexually assaulted her in May of 1995.
Ms. Thomas asserted that Mr. Willer is the father of her son, who is named Ethan and who was born in 1996. Ms. Thomas asserted that Ethan is the product of a nonconsensual sexual encounter that she had with Mr. Willier in 1995 when both she and Mr. Willier were intoxicated.
After taking Ms. Thomas's complaint, I investigated Mr. Willier. First I reviewed the file on Mr. Willier maintained at the Office of the Prosecuting Attorney.
Among other things, that file revealed the complaint brought by Ms. Boes, which is discussed above. The file also contained a 1993 Toledo Blade article. The Blade article concerned of State of Ohio v. John Spirko, in which John Spirko was convicted for the 1982 murder of Betty Jane Mottinger, the Postmistress of Elgin, Ohio.
As part of my investigation of Mr. Willier, I also contacted attorneys for Mr. Spirko. Mr. Spirko's attorneys sent me additional information concerning the investigation of Ms. Mottinger's murder and the trial and conviction of Mr. Spirko.
I subsequently contacted Mr. Willier at his place of employment and requested he come to my office for an interview.
I interviewed Mr. Willier at my office on August 1, 1997. Mr. Willier arrived at the office around 2:00 p.m. to speak with me about the complaint that had been filed by Ms. Thomas. Mr. Willier and I spoke about that matter for approximately one hour.
